While she does have a sharp tongue, that alone can't justify for Ruri as being fit for the office of VP of Relation. Rather, Ruri is clever and level headed, which is much more suitable for VP of Operation. Beside, nobody likes a witch-y disciplinary officer, and "code violation" does not necessarily mean school delinquents; rather, "code violations" probably refer to violations in passed/proposed CD that VP of Relations must notice and try to amend. In past seitokai, we have yet to have any need for VP Relation to assume her other role of being disciplinary officer anyway. Simply deeming Kuroneko as fit to be VP Relation (instead of Operation) because she have an ability to do a on-the-side job well does not serve Kuroneko enough justice. Kuroneko is also a very "elitist" person who is not fit to interact with the general populace as opposed to Azu-nyan (check pt. 2 below)
