The feeling of satisfaction one gets after being able to "tame the beast" (i.e. getting the "dere" instead of the "tsun") is all worth it in the end, regardless of all the rude, annoying and ungrateful actions that occurred beforehand. I wouldn't even rank Hinagiku as a 1 currently, since Hayate's the only one who's gotten beaten up by her recently in the manga, and it's entirely his own fault. Good scoring system would be to give 10 for most extreme case of tsundere imaginable, 0 for someone who always behaves as what you expect from typical person, and -10 for someone who shows no anger even when there is every reason to be angry. With this system, I would say girls like Katsura Hinagiku and Holo would be somewhere between 3 to 6 in tsundere scale, Aisaka Taiga probably was above 7 in first half of Toradora and below 5 for the 2nd half, Shana would progress from something like 8 to 6, and Louise Valliere would be around 9. Ayanami Rei might be close to (-9) , and Kotobuki Tsumugi might be near (-1).

As one of my friends noted on another forum, Hayate's really good at attracting tsunderes, or making them convert from whatever they are (even yandere) to tsun.
I'd say Louise is probably at a 10, for beating anyone up for the smallest infraction.
Sora Takanashi is probably a good measure for a 1, enough there to see it, but not enough to be too unrealistic with it.
Edward Elric could also be a decent candidate for a 10 (especially since he's atypically a male candidate), since he flies into a rage whenever anyone (even himself) triggers it.
