The IRV results are correct, 5 is the winner with 10 out of 20 votes, or 5's 9/20 votes defeated 3's 8/20 votes.

My spreadsheet is shown below. Note that strings for which all digits had been deleted are left with a “`” representing the unassigned vote.
I followed the tiebreaker procedure from above, based on the highest count of initial second-place rankings, which was won by candidate 2, eliminating candidate 1.

Had the ballots been counted using the Borda method, the results would have been the following:

Chocola had already explained this with one simple sentence on discord channel, but in case you missed it or didn't get it, here's the long logic:

You see the final two columns, that summarize the total votes for Tomoyo and Fine, and for Fine only, respectively?
Sure Fine won by 1 vote, but she only got 9 votes, which is less than 50% (well, 50% +1, but I tend to ignore that 1 since it's a pretty bullshit term that lacks respect from lots of vote handler parties.)

But then in the final column that counts the ppl's preference of Fine Seitokaichou, Fine gets that 1 vote from you, which brings her to 10/20 votes aka 50%, which legitimizes her victory in a democratic manner, but, more importantly, in a de facto manner. (Victory 9-8 over Tomoyo is the de jure, "in accordance to right", one.)
If only that 1 vote from you never came, she would only ever have 9 votes,
Meanwhie, Tomoyo had a total 14 people saying they don't mind having her as Seitokaichou, even if she's not who they preferred.

thus if I or anyone wants to be evil and takes this seriously, we can use the tyranny of majority and say "but that's not what the people wants"
and since this is no United States nor even ISML but just a forum fun writing media, there's no law constitution to deny that argument. There would only be math logic, which always sits second to the not-driven-by-rationalism reality.
