The Brave Blade Worlds
Since time immemorial the Brave Blade Worlds have valued and elevated the "Way of the Sword" to its finest form. They practiced a form of meritocracy, organizing regular championships to decide the most skilled swordsman or swordswoman to whom the leadership of their society would devolve to. Since the beginning of the last Great Moe War, this position has been held by Kawazoe Tamaki, so skilled was she that she has gained the title "The Red Queen of Blades".
Although the Brave Blade Worlds did not come off well in the First Moe War, they hung on through the strength of their natural tenacity. They even managed to dispatch a colonizing force to a nearby world led by the Red Queen's close comrade, Kirino of the Yellow Blades, while the rest of the galaxy was distracted by the implosion of the Great Void and the advent of the Touhou.
The Brave Blade Worlds do not condone violence for its own sake, emphasizing that their art is but a way to cultivate the mind and spirit, but will defend themselves vigorously against any who dare encroach upon them or bully others.

That or its a tourist trap.
Hmm.. with two worlds I think the 'rather small' line is going to be hard to justify. What about a nation whose main economic activity is tourism?
"Spend your holidays at the
La Serenissima!" (now have I completely butchered ARIA yet or not?
