Proposal: The Sanzen'in Estate shall donate 9001 ICS to the ISML Seitokai. This is an Executive Order which can only be overruled by the Magistrate.

Lelouch: It says here that it's a donation from the Sanzen'in estate for 9001 ICS. Apparently as a way of apology for the card incident.
