I guess your interpretation of the tie-breaking rule is different from maglor's. (You should eliminate the candidate who has the least votes at the first stage. The second most preferred votes won't be a priority consideration except for the first stage.) However, it doesn't affect the final result. Kyouko won the Female Assistant Election.
