What will happen if someone who qualified for seasonal but made it get to preliminary stage fail to participate in group stage?

Why does Spring has more characters than Winter? Is it because of more nominations?

They are missing both tournaments then.

There was a big tie for last place between characters for Spring, this year we allow a bit more characters in, instead having tie-breaker rules for seasonals.

Why is hello world in spring 2020?
I searched it on MyAnimeList and it says it premiered in September to October 2019; I didn't see any anime installments in spring 2020

as for the animated movies, either the theatrical release or the disc release could enable the characters to take part in the seasonal tournaments. in this case, Ichigyō Ruri is eligible for spring because the disc release date of the movie is 8th April 2020.
