Very good list :) Half of it is in my top 20 nominations... But I forgot about Ryou, it makes the choice even harder now !!! =(

Good news, the relegation tournament was restored.
Now I don't have to nominate Mikoto anymore. Good, I have another slot.

I think this would be my final decision:

Harada Riku (D.N.Angel)
Akiyama Mio (K-ON!)
Kuronuma Sawako (Kimi ni Todoke)
Takei Hisa (Saki)
Amamiya Yuuko (ef)
Teletha 'Tessa' Testarossa (Full Metal Panic!)
Yagami Hayate (Mahou Shoujo Lyrical Nanoha)
Saten Ruiko (To Aru Kagaku no Railgun)
Mizuno Kaede (Nyan Koi!)
Felli Loss (Koukaku no Regios)
Miyanaga Saki (Saki)
Isurugi Noe (true tears)

Quick question:
Do nominations for characters in the series Avatar: The Last Airbender count? Because while the show was not created in Japan, it conforms to the style of anime.

Also, is there ever going to be a male version of this like Korea has? Because this is sort of like electing a prom queen without choosing a counterpart for her...

siriuspadfoot2, being a show published in Japan is needed for a character to be eligible. So that would, unfortunately, make characters from Avatar: The Last Airbender as ineligible.

ISML is a contest only focused on females. And at lest so far there is no plan of crating a male version. If it will ever will get a male version, only time can tell.

Under ISML Constitution Article III Section 2.4 "The character must appear in a product that is published and distributed in Japanese media".
So, characters in the series Avatar is simply not counted.

Competitors must be from a show published from a major studio. Touhou's only OVA is fan-made, so it's not from a major studio, which means no Touhou in ISML.

why is it necessary to be major studio? If anime is made in Japan and is good, isn't it enough to be nominated in to ISML, isn't it discrimination towards small studios and fan-made anime, i would understand if it was too short or badly made, but everything is fine and there are a lot of fans, so i don't understand the problem...

When I said major studio, I meant a commercial studio. Small studio stuff is still OK - fan-made stuff is not.

So I wonder... would this announcement "K-On! Anime's 2nd Season Officially Announced", change the way anyone nominations go? althought we don't have a date yet.

It is not a discrimination against small studio. I think it is a matter of legal.
While other animes participate in ISML are copyrighted by commercial studio, Touhou Musou Kakyou is not. It is just a fan-made anime that does not legally authorized.
By "copyright", it means they are authorized and agreed by the original creators, in which so far, Touhou has none.

If there is some studio (regardless how big it is) get license to animate Touhou, then they will be able to participate in ISML (as well as other SaiMoe Tounament). But unfortunately, I do not believe there will be. Beacuse ZUN does not want it animated, as it may ruin the whole images.

By the way, I want to nominate Marisa too. We all have to bare with it.
Anyway, I believe Touhou have their own SaiMoe tournament running each year.

As a Touhou fan who dealt with a lot of crap from Touhou's eligibility in ISML 2009, I'm happy to see it excluded now. I don't think I even need to elaborate on that; anyone present during most of the 2009 discussions on here, AnimeSuki, or IRC would know.

Touhou used to have the "Seihou" tournament to determine the top character, but I'm not sure of its status anymore.

Hmmm, now that I've finished Umineko no naku koro ni, I'm wavering with my previous decisions. Also taking a look at everyone else's nominations made it difficult....
Definite:
Kuronuma Sawako of Kimi ni Todoke
Mizunashi Akari of Aria
Alice Carroll of Aria
Etoh Mei of Manabi Straight!
Yuno of Hidamari Sketch
Alicia Melchiott of Valkyria Chronicles
Isara Gunther of Valkyria Chronicles
Ranka Lee of Macross Frontier

New possibilities that may fill other slots:
Beatrice of Umineko - 2-faced witch, i can't get enough of either personality, though not sure if she fits my idea of "moe"
Bernkastel of Umineko - This may just be my loyalty to Rika-chan, but I really do like her muted personality
Ushiromiya Ange of Umineko - Moe badass
Senjougahara Hitagi of Bakemonogatari - Again a moe badass. Is she hot? Maybe, but she still has her moe moments.
Akiyama Mio of K-On! - She was my favorite until Azusa came around. Still considering.

On the fence:
Winry Rockbell of FMA: Brotherhod - Really not sure if anyone will vote for her, despite how much she wins
Amamiya Manami of Manabi Straight! - again, lack of interest in public?
Teletha Testarossa of FMP - I likey, but maybe not enough
Miyanaga Saki of Saki - I like her, I do, but there are so many other saki chars already in and to be honest, I prefer Nodoka
Noda Megumi of Nodame Cantabile - What was it some ppl in the past have said? Too old at 21? (that makes me feel old) Her personality might be too goofy and out-there to really grab people's attention for isml

Kicked:
Ellis of El Cazador de la Bruja - I really don't want to do it, but I'm sure she won't make it in regardless of my vote. Will just use the slot for someone with more of a chance.

My plans for this year go more or less like this:

1. Uiharu Kazari (To Aru Kagaku no Choudenjibou)
2. Saten Ruiko (To Aru Kagaku no Choudenjibou)

One of the reasons why Railgun delivers where Index failed is that characters were actually allowed to carry the show. You know you're doing something right when, in a superpower show, powerless characters are exactly as fascinating as the city-destroyers. Kuroko gets a honorable mention here, but she belongs more in a 'most cool' contest.

3. Evangeline A.K. McDowell (something Negima, everybody voting Evangeline should have manga knowledge anyway...)

Slightly torn about this one, as I realize Evangeline is one of those intricately written characters that caught my heart strongly, but not necessarily by moe. And yet, the profound sadness of a child robbed of its life as it was supposed to be, the vulnerability of a loyal lover who does not give in to hate, the stubborn determination to make the most of one's life, all those qualities are certainly there and making an impact.

4. Misaka Shiori (Kanon 2006)

My number one pick, nuff said. Also the only one of my top three completely devoid of gar, heh.

5. Isara Gunther (Valkyria Chronicles)

I've seen two (non-consecutive) episode of the show, and knew it's not exactly my cup of tea after the first one. Isara was the best thing that happened in those episodes. Competent, bomb-making imoutos for the win.

6. Ishizuki Koyori (Sola)

Adorable little thing. Polite even when it results in headchop pain.

7. Nishizawa Ayumu (Hayate no Gotoku)

Her and Hanabishi Miki are my strong favorites from Hayate, which means I should say farewell to victory while there's still time. Ayumu learns from past mistakes and you can constantly see her becoming a more and more beautiful character. A brave, determined and honest girl who somehow deals with being a normal human surrounded by some kind of lvl.99-heroic-spirits-reincarnated army.

8. Ushiromiya Maria (Umineko no Naku Koro ni)
9. Lambdadelta (Umineko no Naku Koro ni)

With what Deen did with her in the first chapter, Maria might be a lost cause. But I will still vote for the girl who can save and create worlds with her love alone. Have a pic. As for Lambdadelta, I hope she is eligible. The main antagonist (in a sense) of the show probably should be, but her anime screentime is pretty bad. Points for being a sensitive and caring sweetheart whenever she's not busy being a sadistic maniac. Have this pic, too.

10. Midarezaki Yuuka (Kyouran Kazoku Nikki)

Another perfectly ordinary child who lived through hell only to emerge with a sweet and caring personality. Her episodes were the most likable ones in the show.

11. Kamyu (Utawarerumono)

Vote Kamyu, get Mutsumi free of charge.

12. Kajiwara Sora (Sketchbook ~fullColors~)

Underrated show with numerous moe characters. The OP has a lot of Sora and the song should tell you a lot about her character - youtube link. A shy and introverted Akari (Aria) with the imagination to find great wonders even on plain old Earth. Also notable from the same show is Kurihara Nagisa, who manages to be cute with a weird face and a bug fetish.

Honorable mention to Tsuruya-san, who is just incredible and a great source of inspiration (got me to write this, after all). Another case where a great character has stronger points than her moe, though.

That would be it. Something might still change, but we'll see.

2010 nominations are pretty much dooming me. I can only think of three that I want right off the bat.

Katagiri Yuuhi (AISS) - probably the only one of my favorites who has a legitimate shot at making the roster. I say that very lightly

Setsuna Sakurazaki (MSN) - not that I really know her, but ever since her 2008 Topaz victory, she's pretty much disappeared from the face of the planet. Now, she's not getting in the prelims, that's for sure, but in good conscience, I can't let her memory be forgotten.

Rei Hino (Bishoujo Seishi Sailor Moon) - sorry, die hard Sailor Mars fan, even though I don't give the series itself a lot of respect.

and that's it. Most others I would have nominated already are either already in or never heard of. I'm screwed.

@ Cytrus: You have a lot of characters I like, such as Yuuka, Ayumu, Shiori, and Koyori, but I didn't nominate them because I know they won't get in, or in the case of Shiori, I'm tired of her losing all the time. Yay for Uiharu~

^ The first four + Ayumu are about the only ones who have a fighting chance on my ballot. And, except for the Railgun girls, we've already seen them get trashed in the Main Season. I'm not delusional in that regard. I just went with a more idealistic than tactical selection this year.
