Out of my entire top 20 moe list, only six (maybe five) aren't qualified for next year already.
Definite Nominations from Me:
1. Miyanaga Saki (Saki)
Assume I have gone insane the minute I leave her out of my nomination list.
2. Komori Kiri (SZS Series)
I can only hope a large group follows my opinions in who is moe, anyways...
3. Morishita Koyomi (YWGM)
She's too cute for me to not consider moe. (Anyone want a wash basin? XD)
4. Koumei-dono (Koihime Musou series)
I still find her the most moe out of the bunch. (Her blush is so <3~)
5. Mio (K-On!)
Even if all of my other nominations fall through, at least this one is very likely to make the main tournament.

(I think the new shows are going to knock her off of my top 20 list... especially with Kobato. XD)
Now, will Hayate-chan require a nomination or not? I must wait.

10: Satoko Houjou
8: Vita
6: Shiori Misaka
5: Tsugumi Aoba
4: Mikoto Misaka
3: Ranka Lee
2: Haruka Nogizaka
1: Minori Kushieda
Gee, how time flies? I don't even like half of the characters listed above anymore.
I don't know if I want to think much about the nomination game. Saki characters come first alone with Akeno Mihoshi. I probably won't re-nominate Vita, assuming she won't get in.
And of course, there will be other characters (Shiina Hikaru) that I won't bother with since no one knows about them. Sad, I know.

#1. That was not a bad list as almost everyone you wrote got in.
#2. Taste change and we don't have room for all the old and new characters for our next nomination. We do have to sadly wave some good bye.
#3. Siina Hikaru from Figure 17

. To tell the truth, I would take her instead of about half the characters that made it to DE in ISML 2009 , yet just because the series was old and came out in non-standard format, not enough people knows her to even have a chance of making it past nomination. I wonder if Kholdstare and I should create Siina Twin movement for ISML 2010.
#4. I just remembered that I left out Mirimite. My #1 tier has 20 members now.

Eve has her share of fans, so her chance isn't bad. Her only problem is that she might get her votes split with Golden Darkness from ToLove Ru

Well, my nomination plans will depend on how it's going to be run. If it's something like "You can nominate 10 characters with 1 point each", then I would have to actually go and figure out a list of characters I want. If it's something like "you get 10 lines, 1 point each", then I could actually consider using all 10 lines for 1 character.
Either way, I don't know what the nomination system is - except that they would be no longer weighted.

I hope It's not 5 or 6, or some ridiculously high number like that...4 is reasonable, though I'de prefer 3.

My Main Nominations:
1. Riza Hawkeye / FMA
She is my favorite character of all time by a long shot, and she also coincidentally happens to be at the very top of my moe list. So I'd be crazy to not nominate her. =D
2. Beatrice / Umineko
Beato is so very moe and cool. <3
3. Shiori Misaka / Kanon
I love her, but judging by her performance last year, I don't think she'd do to good if she was nominated again.
4. Nia Teppelin / Gurren Lagann
Due to TTGL's popularity, I was surprised no Gurren Lagann characters were in this year's competition. Maybe with the new movie, Nia might make it this year? :/
5. Rebecca Miyamoto / Pani Poni Dash
Becky is really cute, It's too bad not to many people have seen PPD. It's a great show.

Well depends on the person. For me hot =/= moe in all cases, but kickass can be moe, in an indirect way, in some cases. For example, when, and if, a kickass character acts weak/shy/embarassed, I feel more moe from them than if it was a non kickass character.

It is time to whittle down the the list to final ten.
With much sadness, I have to acknowledge the fact that going with my true top 10 just won't work here. With heavy heart, here is my top 10. Please tell me if you think I forgot about someone.

2. Hanato Kobato (Kobato )
3. Sakurazaki Setsuna ( Negima )
4. Kotobuki Tsumugi (K-ON)
5. Isara Gunther (Valkyria Chronicle)

7. Amamiya Yuuko ( EF )

I like Saten Ruiko, and there is much room for her to grow in upcoming episodes, so I plan to keep her around for now. As for Tsuchimiya Kagura, I really like her, but I am clueless at whom I should take out to make room. Any recommendations?
