My plans for this year go more or less like this:
1. Uiharu Kazari (To Aru Kagaku no Choudenjibou)
2. Saten Ruiko (To Aru Kagaku no Choudenjibou)
One of the reasons why Railgun delivers where Index failed is that characters were actually allowed to carry the show. You know you're doing something right when, in a superpower show, powerless characters are exactly as fascinating as the city-destroyers. Kuroko gets a honorable mention here, but she belongs more in a 'most cool' contest.
3. Evangeline A.K. McDowell (something Negima, everybody voting Evangeline should have manga knowledge anyway...)
Slightly torn about this one, as I realize Evangeline is one of those intricately written characters that caught my heart strongly, but not necessarily by moe. And yet, the profound sadness of a child robbed of its life as it was supposed to be, the vulnerability of a loyal lover who does not give in to hate, the stubborn determination to make the most of one's life, all those qualities are certainly there and making an impact.
4. Misaka Shiori (Kanon 2006)
My number one pick, nuff said. Also the only one of my top three completely devoid of gar, heh.
5. Isara Gunther (Valkyria Chronicles)
I've seen two (non-consecutive) episode of the show, and knew it's not exactly my cup of tea after the first one. Isara was the best thing that happened in those episodes. Competent, bomb-making imoutos for the win.
6. Ishizuki Koyori (Sola)
Adorable little thing. Polite even when it results in headchop pain.
7. Nishizawa Ayumu (Hayate no Gotoku)
Her and Hanabishi Miki are my strong favorites from Hayate, which means I should say farewell to victory while there's still time. Ayumu learns from past mistakes and you can constantly see her becoming a more and more beautiful character. A brave, determined and honest girl who somehow deals with being a normal human surrounded by some kind of lvl.99-heroic-spirits-reincarnated army.
8. Ushiromiya Maria (Umineko no Naku Koro ni)
9. Lambdadelta (Umineko no Naku Koro ni)
With what Deen did with her in the first chapter, Maria might be a lost cause. But I will still vote for the girl who can save and create worlds with her love alone. Have a
pic. As for Lambdadelta, I hope she is eligible. The main antagonist (in a sense) of the show probably should be, but her anime screentime is pretty bad. Points for being a sensitive and caring sweetheart whenever she's not busy being a sadistic maniac. Have
this pic, too.
10. Midarezaki Yuuka (Kyouran Kazoku Nikki)
Another perfectly ordinary child who lived through hell only to emerge with a sweet and caring personality. Her episodes were the most likable ones in the show.
11. Kamyu (Utawarerumono)

Kamyu, get Mutsumi free of charge.
12. Kajiwara Sora (Sketchbook ~fullColors~)
Underrated show with numerous moe characters. The OP has a lot of Sora and the song should tell you a lot about her character -
youtube link. A shy and introverted Akari (Aria) with the imagination to find great wonders even on plain old Earth. Also notable from the same show is Kurihara Nagisa, who manages to be cute with a weird face and a bug fetish.
Honorable mention to Tsuruya-san, who is just incredible and a great source of inspiration (got me to write
this, after all). Another case where a great character has stronger points than her moe, though.
That would be it. Something might still change, but we'll see.
