One of two things happened here. Either everyone voted for the other 2 in the match or the lack of voting was much worse now rather than round 2. Total guess here: "The higher ups will not be impressed with this turn of events" (and this is in a good mood sort of way).

My first bet is that it's the differential between 1st and 2nd place. Those numbers look too low to abstentions again.

Hopefully Rei's and Nagato's millions of fans will pull out of their hatred of moe tournaments and help their scores up.
Mostly quite predictable outcomes, although some rather surprising results, as well as an overall low number of votes. Perhaps many fans have written off moe tournaments as "weeaboo crap" by now.

Since last time the numbers were the absentee votes and it's significantly down from last round (none over the 1000 mark), I would guess it's the same and that the counter made that significant difference. Did the number of multivoting go down, did the people decide to vote on matches that they wouldn't have without the timer?

I can't say for Rei's fans, but Nagao's fans are present and rather active considering her placement in both 2008 and 2009 in the Top 16 and being a very clear and present threat to anyone in Double Elimination both years.
And the new film's soundtrack cover makes me want to protect her more than I did before.

Based on the sentence and that the numbers posted were in the same format as per last round's results thread, I'm placing my money on it being the number of abstentations.Since it's obvious what these numbers mean,...
But it'd be interesting to see the vote turnout with the new system in place.
