For one, it's unclear as to how movies should be treated. Should it be by its BD release date, or its theatrical release date? For the latter, what countries should be considered?
If a character first appeared as a female in Winter season, but is revealed to be a male in Spring season, is that character eligible?
Also, I think there should be an exact time period applied for the Fall tournament, rather than just "Fall". Sometimes we know a new major character is going to appear in advance (via the cast list, original manga/lightnovel, PV, next episode preview, etc.), so people might put down characters that have yet to appear.
By the way, I've nominated Kongou Hikari, from Himouto! Umaru-chan, but now I'm not sure if she's eligible. She hasn't appeared in person yet, but she had 3 lines in episode 3, as the CV for an in-anime game's character. She's listed on the anime's official website's character list as well, so it's certain that she will appear in person within the season.
1. Yuuki Yuuna and Kongou Hikari are eligible. When we are not sure about the plot contribution, we go by number of spoken line. If it is 3 or more, we give the character benefit of doubt.
2. Movie is treated by how much legit multi-continental sale it garnered. If we can be reasonably sure tens of thousands of people saw the movie in multiple continents, we consider it to have received sufficient international exposure, thus consider it eligible for the seasonal. If only people in Japan saw the movie, then we don't consider it to be sufficient exposure, thus go by BD release date.
3. If a character appeared as a female, and there was no way regular anime watchers with no knowledge of spoilers can know the character actually is a male, then we are forced to consider the character to be eligible for the seasonal, since we said we go by the character data. When the character is revealed as male in a broadcasted episode, we would start considering the character as male, and the character loses any right it had to the female division.
4. There is an exact time period applied for Fall Tournament. The cutoff for the data to be considered is the same time Nomination closes.
